U.S. District Court Judge Richard Sullivan visited with cadets in the Advanced Constitutional Law class. President Trump has appointed judge Sullivan to sit as a Judge on the Second Circuit Court of Appeals and his nomination is pending action at the Senate. Prior to that, he served as a federal prosecutor in the U.S. Attorney's Office in Manhattan, where he was Chief of Narcotics and Director of an Organized Crime Task Force. Judge Sullivan discussed non-capital sentencing, including the federal sentencing guidelines, mandatory minimum sentences and sentencing enhancements for recidivists. He explored with the cadets how to assess when incarceration terms run afoul of the Eighth Amendment's Cruel and Unusual Punishments Clause.
