Cadets Run Table Top Exercise Cadets in Dr. David Frey's “Genocide and Mass Killing” class concluded their semester by conducting a multi-day Table Top Exercise (TTX) in which they responded to a mass atrocity scenario in South Sudan. After a semester of multi-disciplinary study of mass atrocity, cadets were asked to create the first part of an operational plan based on a slight worsening of the current situation in the world's newest country. In preparation for the TTX, cadets studied the history of South Sudan and its current affairs, and they familiarized themselves with important political actors and joint staff positions. One of the core texts was a 70-page situation assessment of South Sudan, co-authored by Cadet Samir Streatfield '19 and Center for Holocaust and Genocide Studies Director Dr. David Frey. Streatfield spend five weeks at the U.S. Army War College as an intern during the summer of 2017, working with the Peacekeeping and Stability Operations Institute. There he collaborated with scholars and officials from the Army, U.S. Agency for International Development (USAID), and the Africa Desk of the National Security Council to prepare the core of the situation assessment. The situation assessment will now be sent to Africa Command (AFRICOM) for use. MAJ Chris Hartley of D/LAW served as the Judge Advocate General (JAG) to ensure that decisions cadets made were legal.
